California prisons are a very expensive system and a huge burden for the taxpayer. Prisons are not only
criminals who need prison placement. The nonviolent criminal does not need to be placed in a facility at
taxpayer expense; such a criminal could optimally benefit from a minimally secure setting.  The latter is a
much less expensive approach. The drug afflicted need treatment, though are not to be excused from
paying their debt to society if this is applicable.  The former Governor of Arkansas, Mike Huckabee has
proven, the drug abuser can be treated and returned to society and serve as productive citizen.  Huckabee
has demonstrated that treatment while being incarcerated has measurable results.

Programs that have a good success rate need to be implemented.  They include Chuck Colson's Prison
Fellowship Ministries, Set Free Ministries, and others.  These programs are provided at minimal cost, and
possibly at no cost to the taxpayer. In addition, pilot programs need to be implemented on an experimental,
trial basis. Research data must be collected according to established criteria.  Results also, must be derived
from the application of an appropriate analysis.  The most successful approaches need to be integrated
throughout the prison system while unsuccessful programs are discontinued.

Education and vocational training must be expanded in the prisons.  This will provide a post-release
employment skill for those who take advantage of the opportunity to improve themselves.

Whether it sounds good or not, make no mistake, prisoners are the property of the state.  Non-prisoners are
the role-models and from such, prisoners deserve humane treatment.  Hence, the Prison Czar was federally
appointed because of documented, inhumane treatment of the physically and mentally ill prisoners.

The evidence that there is something basically flawed at the very core of our society is demonstrated by the
number of people going through the justice system, especially by the numbers going to or returning to
prison.  Too many district attorneys are over zealous about prosecutions.  And upon release probation
officers who are overburdened with case load numbers simply return the parolee to prison, using any quasi-
rationale available.  Post release programs to insure the parolee employment need to be available.  Work
structures the parolee’s day and imparts self-worth needed for successful acclimation to society.
Also worthy of note is number and cost of illegal aliens housed in jails and prisons.  They should be sent via
special units back to the county of origin or sent to federal prisons.  This will save California tax dollars.
