The working people of California are dismayed about the costs they pay through taxes to support welfare
programs. The welfare system perpetuates itself at an ever-increasing rate, all at the expense of the
working people of California.

My philosophy is to establish self-respect and return dignity to the welfare recipient. This can be done
through education, job training and employment.

The healthy person structures the day by reporting to work, performing a respectable task, receiving a
paycheck, paying bills, rearing children, and supporting society. The welfare recipient needs to earn his
or her own way to have money to buy food, pay rent, utility bills, and taxes. In short, one needs to be a
productive member of society. These are learned behaviors; this is a learned self-respect.  Consistent
with this topic is a psychological phenomenon known as learned helplessness.  So, since helplessness is
learned, with the application of humane psychological principles, the counter-productive behavior can be
unlearned.  A productive and dignified citizen emerges.

The message in God's Word is clear: Believers are charged with the responsibility to take the appropriate
steps to help the needy help themselves. Galatians 2:10 reads: "we should remember the needy which is
the very thing I have been eager to do" (GNB). To another group of needy, the same author, Paul the
Apostle, wrote: "Whoever refuses to work is not allowed to eat." These individuals were capable of doing
the work but were not making a contribution to their group (II Thessalonians 3:10).  This reference is in
relation to persons who possess or are capable of learning a saleable skill.  The truly disabled are
exempt.

Fraud is present in the food stamp program.  Fraud is present in the In Home Support Services Program.  
Fraud is present in the Cal-Works Representative Payee Program as well.

The fraud investigation and prosecution units need to be strengthened.  And frequent, unannounced
urine tests are appropriate to preclude tax monies through Welfare going to support drug usage. These
random drug tests should be required to receive Welfare checks.  This also simulates the real world of
employment; the gainfully employed often have to submit to random drug tests by their employer to keep
their jobs; it seems equitable that those on welfare should have the same requirement.
