The budget for the State of California
amounts to a spending plan for a
fiscal year. It is a “wish list” if you will.
The approved budget allows
spending, borrowing, and movement
of monies. The problem is not the
budget; it is the spending. Even if
money is budgeted it does not
mandate that it must be spent.
Even if money is budgeted it does not
guarantee that the money is available.
Spending must be prioritized. The
size of the budget must be reduced. A
reserve must be created. Money then
may be returned to tax-payers as a tax
refund, not an innovative idea or an
economic stimulus. Unused monies
appropriated to counties or other
governmental entities should be
returned to the State.
The economic soundness of a state
or nation is very important. Our
confidence in our decisions
depends upon some level of the
predictability of our economy. The
California governor must work to
stabilize the economy. This can be
done by creating an environment that
is business friendly, especially to
small business. Government must
not be an obstacle to establishing a
business. The permit process must
be made clear and easy to
complete. Regulation must be
eased. Manufacturing of products
must be encouraged in California.
Companies that would manufacture
energy-saving and renewable
energy products used in this state
need to be produced in this state.
People must clearly distinguish
between needs and wants. People
must assume responsibility for their
own decisions along with their
accompanying benefits and
drawbacks. People are not
responsible for rescuing
government from its bad decisions;
government is not responsible for
saving people from the
consequences of their bad
decisions. (Life is a series of
decisions. A high school class in
decision making which includes
critical thinking, would serve our
populace well.)
We who live in a civilized culture must
do our part assisting with the needs of
the dependent, sick, and elderly. We
must empower others to advance
themselves by, for example, teaching
the capable to fish, not by giving them
a fish. Some are truly in need while
others have come to think of
themselves as being in need; the
latter express the concept of learned
helplessness. My desire is to remove
the undeserving and to remove the
stigma from the deserving.
An aggressive fraud unit will save
taxpayers millions of dollars. Welfare
begins in the home; it is followed by
the church. Charities are the next
level of fail safe while public
assistance is the approach of last
resort.

Focusing on K-12, California’s educational
system has been steadily declining over
the years. More administrative tasks have
been imposed upon the principal as well
as the teaching staff. This is a misuse of
resources and must be reversed. Too
much time and resources have been
diverted from direct teaching and pupil
contact, to testing. Too much emphasis
has been placed upon test scores while
the real focus of an education should be
success in life. Vocational/technical
courses must be returned to both the
junior and senior high school curriculum.
It must be recognized that not every
student has college aspirations. In
addition, life skills and decision making
techniques need to be incorporated into
the curriculum. This would help students
avoid some of the pitfalls of life, e.g., the
subprime loan debacle, avoiding
indebtedness, and credit card over
usages. In general, people need to learn
how to make wise decisions in life.
Water is the quintessential ingredient for
life. Without it everything dries up, the
economy stops, and people move away to
another location. So as long as there is rain
and snow, there is a solution for both
northern and southern California. A
peripheral canal is needed to by-pass the
Delta. Off stream reservoirs are needed to
capture snow melt along with diverted river
water. Yet these approaches must consider
environmental sustainability. The northern
water must be purchased at a handsome
price. The lifestyle of the northern residents
must be honored. The niche and habitat of
salmon, trout, and other species must be
preserved.
Water must be conserved and recycled.
Desalination may be of great value, though
costly and energy consuming. Toilet-to-tap
water is another viable approach. Long
term rather than short term “finger in the
dike” solutions need to be implemented.
These solutions need input from water
experts rather than the “best guess” of law
makers.
